Dear Governor:
As Director of Finance, it is with pleasure that I submit to you the 2000-01 Governor's Budget.
As with your first Budget, this Budget’s primary focus is on improving the educational performance of elementary and secondary students throughout California. The Budget again invests significant additional resources in educational programs designed to promote achievement. These investments are directed at rewarding student performance, recruiting and training new teachers, and providing schools with the tools to meet California’s higher expectations for education.
The Budget includes other significant initiatives in the areas of public safety, transportation, services for California’s seniors, and environmental protection. California is an engine of economic growth unrivaled in the world. In support of this leadership, the Budget also makes significant investments in the new economy while maintaining fiscal discipline and a focus on your top priority--education.
I wish to express my great respect for the staff of the Department of Finance and heartfelt thanks to their families. The Budget represents the product of months of preparation. Through this process their dedication and loyalty is unflagging. They truly exemplify the best of public service.
I look forward to working with you to make 2000 another year of significant accomplishment.
