DOF Budget Expectations of Departments
All Departments:
- Timeliness
- Quality, completeness and accuracy
- Clarity and succinctness
- Follow instructions
- Subscribe to Budget Letters and Budget Related Notices (See BAG Budget
Letters Subscription)
- Need/problem well defined and documented
- Provide analysis of viable problem/proposal alternatives
- Assumptions and methodology clearly stated
- Material targeted to audience
- Keep DOF informed of changes which might commit the State to a higher level of
expenditure or to a major change in program
- Work with DOF to resolve problems and issues, especially process ones
- Quality availability of management and staff who can represent the department officially
(make commitments) and can answer DOF questions (know the program and numbers)
- Administration of their budget in accordance with all laws, budget control provisions
and the Governor's policies
- Coordination between departmental program and fiscal staffs, and co-ordination between
accounting and budgeting staffs
- Fiscal staff to be involved in decision-making that has fiscal impacts
- Coordination with other departments (when applicable)
- Confidentiality of budget discussions and decisions until budget or other product is
released
Administration Departments:
- Comply with Administration decisions and policies
- Go through Agency before coming to DOF (when appropriate)
- Don't work with legislative staff or federal government staff independent of Agency and
DOF
