The SFAC is open to Accountant I and professional level accounting office personnel. A minimum of 16 semester units of accounting and 3 units of Business Law is required of all applicants.
The purpose of the course is to provide participants a better understanding of the state's fiscal system and accounting process. The SFAC is a "why-we-do-it" course and is designed to:
- Provide the transition between commercial and governmental accounting.
- Review various state rules, regulations, and financial control entities.
- Review the state's accounting process.
- Prepare fiscal personnel for his/her role as a member of the management team.
- Compare governmental accounting GAAP basis to legal basis.
The course is presented within 64 hours of classroom instruction and requires 80–100 hours of participant involvement outside the classroom. Because each participant is required to review the State Administrative Manual and other references not readily available to the participant outside the work site, it is recommended that four hours of state time per week, in addition to class time, be allowed for class preparation.
Certificates of Completion will be awarded at the end of the session to those participants who attain a required number of points. Neither repetition of the class nor registration fee refunds are offered to those who do not achieve the minimum points total.
