Calstars Procedures Manual

Transmittal Letter (TL) #17, Volume 7

This TL updates all chapters in Volume VII.

Summary of Changes:

  • Dates in the report examples and Exhibits have been updated.
  • Minor formatting changes to all Chapters.
  • Chapter I
    • Added Cash in State Treasury (GL 1140) and Deposits in Surplus Money Investment Fund (GL 1210) Reconciliation
    • Added Statewide Assessments
  • Chapter III
    • Added H14 Encumbrance Reclassification Report.
    • Removed section for General Ledger 3130-State Income Taxes Withheld for Collection of Backup Withholding no longer necessary to reclassify to GL 3110.
  • Chapter IV
    • Added H14 Encumbrance Reclassification Report.
    • Added column for DOF Year-End Reports
  • Chapter IV-A
    • Added H14 Encumbrance Reclassification Report.
    • Instructions for Reporting Encumbrances on Forms 571A, B and A/B have been updated to utilize the H14 Report.
    • Added new section, Instructions for Due From/To Other Funds (GL 1410/3114) Due From/To Other Appropriations (GL 14203115) Supplementary Form.
    • Update Due From/To Other Funds (GL 1410/3114) Due From/To Other Appropriations (GL 1420/3115) Supplementary Form.
    • Revised Report No. 14 instruction
    • Added column to Report No. 15 for Statewide Assessments
    • Added Variance Form Expenditure, Revenue, Transfer In, and Transfer Out.
    • Added Fund Condition Statements.
  • Chapter IV-B
    • Added H14 Encumbrance Reclassification Report.
    • Added illustration of the “Due From Other Funds/Appropriations (GL 1410/1420) and Due To Other Funds/Appropriations (GL 3114/3115) Supplementary Information”.
    • Additional information for preparing certification letter and assembling final year-end package.
