Calstars Procedures Manual

Transmittal Letter (TL) #16, Volume 7

March 9, 2012

This TL updates all chapters in Volume VII.

Summary of Changes:

  • Dates in the report examples and Exhibits have been updated.
  • Minor formatting changes to all Chapters.
  • Chapter I
    • Revise Encumbrances requirement to reflect new SCO requirements.
    • Add State Income Tax Withheld (GL 3130) information.
  • Chapter II
    • The vendor number must be keyed into the transaction in order to facilitate the “Due From Other Funds/Appropriations (GL 1410/1420) and due to Other Funds/Appropriations (GL 3114/3115) supplementary Information” worksheet for GL 1400/3110 for A-3, A-6, A-9, A-12, Operating Transfer, and General Obligation Bond funds.
  • Chapter III
    • The vendor number must be keyed into the transaction in order to facilitate the “Due to Other Funds/Appropriations (GL 3114/3115) Supplementary Information” worksheet for GL 3110 for Recording YE Plan of Financial Adjustment.
    • Added new section for Reclassify Encumbrances Reported as Accounts Payable that must be reclassified for Governmental and Non-Governmental Funds.
    • Added new section for General Ledger 3130-State Income Taxes Withheld for Collection of Backup Withholding must be reclassified to GL 3110.
  • Chapter IV-A
    • Report 18 and 19 intangible information added per GASB No. 51.
  • Chapter IV-B
    • Added information for loans to the General Fund.
    • Removed information and illustration for claim scheduled paid out of reverted appropriation from Fatal Messages Requiring ‘Transmit Authorization’ Override.
    • Added illustration of the “Due From Other Funds/Appropriations (GL 1410/1420) and Due To Other Funds/Appropriations (GL 3114/3115) Supplementary Information”.
    • Additional information for preparing certification letter and assembling final year-end package.
  • Chapter V
    • Report 18 and 19 intangible information added per GASB No. 51.
    • Update Report 13 illustration.
