Anne Sheehan, Chief Deputy Director, Policy

Anne Sheehan was appointed by Governor Schwarzenegger in August 2004 as Chief Deputy Director for Policy of the California Department of Finance. Sheehan serves on behalf of Director Michael C. Genest as his representative on more than 80 boards, commissions, and authorities to advance the Schwarzenegger Administration’s policies, goals, and objectives.

Ms. Sheehan has nearly two decades of management and leadership experience on public policy issues. In addition to her current duties, Ms. Sheehan’s public sector experience includes serving for six years on behalf of former Governor Pete Wilson at the California State and Consumer Services Agency — as Deputy Secretary, Under Secretary, and as Secretary — from 1993 to 1999. The $1.7 billion agency is responsible for state real estate is responsible for civil rights enforcement, consumer protection and the licensing of 2.3 million Californians in more than 230 different professions. The Agency also handles procurement of more than $4 billion worth of goods and services, as well as the management and development of state real estate.

Ms. Sheehan also served from 1991 to 1993 as Deputy Director for Legislation and Regulation at the California Department of Consumer Affairs, representing the Wilson Administration on legislation affecting 38 regulated professions and vocations.

From 2000 to 2002, Ms. Sheehan was Special Projects Director for the California Building Industry Association, which represents more than 6,000 homebuilders, developers, and contractors throughout the state. From 2003 to 2004, she served as the Executive Director of the California Building Industry Foundation, overseeing its fundraising, grant administration, and endowment operations.

In addition to her duties at Finance, Ms. Sheehan has also been appointed by Governor Schwarzenegger as a member of the State Personnel Board — the five-member panel that oversees California’s civil service system and issues involving state employee discipline, selection, appeals, classification and discrimination.

Ms. Sheehan is a graduate of the University of Colorado.
